(6) Any merchant who is admitted to any
labour union as member, shall only have the right
to vote for the election of officers, but not of
holding office. He shall also have the right to
give an opinion but not to vote on any question.
(Explanation) Industry and commerce have not yet
been developed in China on an extensive scale, and
in many cases small merchants have been admitted
to labour unions as members. If such member s
are allowed to hold power in any labour union, the
union will not be able to promote effectively the
interests of the working class. Therefore in order
to prevent malpractices, Government should introduce
the above regulation.
(7) No merchant shall interfere with any
proper activities of his workmen in connection with
their unions (such as joining unions, participating
in demonstrations, and conducting union affairs).
Any offender when his offence is proved will be
visited with reasonable punishment.
(Explanation) All workmen in Kwong Tung under the
Jurisdiction of the Nationalist Government are
entitled to all political freedom. hny interference
by any merchant with any reasonable activity of
union workers will mean prevention of workmen from
participating in the revolution, and therefore
Government should add the above regulation.
(6) In case of any dispute between labour and
capital, no merchant shall recruit or hire workmen
of another trade or vagabonds to interfere and
